Place the potatoes in a microwave-safe bowl, cover with a lid or wrap, and microwave for 8 minutes until fully cooked.
Add starch and salt to the hot potatoes and mash until smooth.
Then add milk and mix until the dough is soft but holds its shape.
Divide the dough into equal portions. Flatten each portion in your hand, add some mozzarella cheese in the center, and cover with more dough.
Shape it into a round flat patty like Hotteok.
Mix soy sauce, water, and sugar in a small bowl. Set aside.
Heat a frying pan over low heat, add cooking oil, and place the patties in the pan. Cook both sides until golden and crispy.
Once it’s golden brown, wipe off the oil in the pan with a paper towel, then pour the soy sauce glaze into the pan. Simmer until they are coated and the sauce is slightly thickened.
Sprinkle a pinch of parsley on top and serve warm.
